blown fuse

i have a base model xj 4wd and i keep blowing fuse number 19 under the steering wheel. im wondering what that fuse goes to since i dont have a FSM?

thats for a 97 + i have a 95

2 15a radio cigarrette lighter
3 empty
4 15a flash to pass
5 30a blower motor
6 30a power windows
7 2a antilock brakes
8 20a turn signal flasher
9 10a radio/clock courtesy light, glove box, cargo, dome lamps telltales
11 25a headlamp delay module horns
13 20a power door locks
15 15a I.P lamps, clock, radio/clock & memory, headlamp switch and park lamps
16 30a power seats, trailer tow
17 7.5a instrument cluster guages, headlamp delay module, chime module, overhead console
18 25a heated rear window
19 5a instrument panel lamps, radio illumination
20 5.5a windshield wiper/ windshield washer
