No instrument lights or blower motor

98 i-6 manual. My insturument back lights on dash and heater controls not working at all. When the lights are turned on radio lights disappear. Blower motor not working in any position but a/c compressor engages and gets cold when using vents and moving. Ive checked fuses under dash and hood and checked relays there. Could the problem be in the head light switch? Or maybe hidden relays or fuse link under dash? :wierd::rattle:

check all the connectors at the junction block. passanger side kick panel.

Yeh all good. Im gonna check the light switch. I think i heard a noise comin from that area. Slight fizzing noise!:firedevil
