rocker panel rust, need suggestions.

i have a 1990 and it is starting to get a little bit of rust here and there. the stuff around the windshield and other small stuff i can fix, but i am unsure if my rockers have gone too far or not to do a non-welding fix until i get the time to put in some real rocker rails.

would fiberglass and bondo to the trick, or will such an approach fail? i do have access to a welder, but i have never welded before. here is a shot of each side:
