I'm looking for a tire carrier mount, that can mount on a face of a bumper instead of the top. I'm fabing my own bumper I just don't like how most mounts block the taillights

I'd say use that one, but instead of adding it to the top of the bumper, just weld both upper and lower plates to the face of the bumper. Make sure to add a few gussets for it, but it should hold fine.
