Light installation?

So I bought a pair of ghetto lights from Wally's World to install on my front bumper... and reading the instructions it says that the lights need to be grounded. Does it mean that the cord coming from the back of the light with the "O" ring needs to be put underneath where I bolt it down so it's touching the vehicle as well? I'm not sure what to do and I want to install em tonight after work...your input is greatly appreciated.

I run the 12 to 25 dollar cheepo's from autozone etc. But I tend to go through them pretty often. replacement bulbs are like 5 bucks and come in 55 and 100 watt.
Note the broken lens covers on the back up lights. :cheers:
