Rear lower shock mount question

I'm in the middle of installing new shocks on the rear of my beater and I have a stupid question. The lower shock mount looks like it doesn't need the little metal sleeve that goes in the bushing on the shock. Is that supposed to come off? I have tried heating it and turning it with vise grips but no luck. It looks like it's made that way. I hope you guy's can make some sense from what I'm trying to say. I need some help.

It does need it... why does it look like it doesn't? If the shock comes with it, just bolt it on unless the mount won't fit through the bushing.

The old sleeve is fused to the stud I guess. I can't get it to move. I thought maybe it was made that way or something.
