NP231, shift fork pads...replacement problems.

On my 99 XJ I'm putting in an SYE and have the transfer case apart.

While it's apart I noticed that the chain was sagging a little so I bought a new one along with the little plastic pads that go on the shift forks.

The pads went on the large fork with no problems, snap-on/snap-off....but on the short fork the plastic looks like it was molded "into" the fork itself and doesn't come off.
If it was useable I would just reinstall it but unfortunately (as you can see in the pic) the plastic is almost totally gone on one side of the fork and it's JUST beginning to slide against the metal of the fork itself.

What the hell is going on here? Do I need to buy a complete new fork just to get the plastic ring or is there something I'm missing?
