Lock Actuator Replacement Question

This is on a 95 Cherokee. The rear lock actuators appear to be riveted in. I've looked at a couple different years in junkyards, and all seem to have rivet heads where I would expect to find a nice normal screw head. I've searched here and seen several great write-ups on lock maintenance, but nothing on removing the actuators. Is it just drill out and re-rivet, or do aftermarket units screw in?

Did I miss something?

I've heard rumors that some modelyears may have them bolted in, but I've only seen riveted. Drill em out, then use bolts of a similar/appropriate size afterwards; I'd suggest some loctite so they stay where you put them.
