Stuck pulling the harmonic balancer out of a 99.

I bought the puller tool from AZ, but from what I see, its center bolt is too long and it sticks out of the holes on the frame behind the bumper. In this setup, it does not hit HB's center bolt directly (which I have partially unbolted), but at an angle.

What am I doing wrong, did I buy the whrong tool with too long of a pulling bolt, or I just have to dissassemble the entire front end?

When I did mine I had to pull the front bumper off to access it. As long as the puller you have is the bird foot looking one rather than the jaw you've got the right one.
 
pull the center HB bolt completely out- you'll need the space that it's taking up for the center bolt of the puller. If you're worried about boogering the crank snout, use a flat washer between the puller and the snout.
