4"x4"x3/16" rear bumper

Would it be ok to use "weld on" clevis mounts for rear bumper recovery points with 4"x4"x3/16" square tube? Or should I use "weld through" clevis mounts (uses both front and back walls)? I am also planning on this being a tire carrier bumper too.
 
i would always personally weld through. that falls into the better safe than sorry catagory. better to do that than replace someones windshield if it breaks or worse yet hits someone but thats my opinion
 
That's what I was thinking, bit looking at other "company" built rear bumpers, it looks as though they are "weld on". I just need to get some made.

What is the best way to cut 1/2"-5/8" metal? Will a sawzall work? Or should I try to find someone with a band saw? My dad has a plasma cutter, but it is only rated at 1/4".
