beadlocks and there illegallity

someone remind me again why beadlocks are illegal and some aren't?

I have heard that in WA beadlocks aren't illegal, although modifying a rim is for some reason. Don't know how true this is or not.

but i dont think cops really enforce it.

I've been told that Beadlocks are sometimes illegal on the road too. I don't think it's in the imagination.

And there are alot of smaller laws that aren't enforced by the 5-0.
