2000 XJ - possible to program new remote?

Have one remote that works, and one new aftermarket one that doesn't. I tried the one procedure I saw online and it doesn't work. Is this possible, or am I stuck going to a shop with a scan tool?

I found that, I'm assuming steps 3 and 4 are using the old fob and 5 and 6 are with the new fob? I never heard any chimes nor did the new fob work afterwards.

I'm fairly sure you must use a drbiii to program
