Need advice on putting in my distributor

So I understand the process of turning my crank to tdc at the #1 cylinder but when I put in the distrib with the rotor pointed at 4 o'clock it will not start. I notice the cam splines kind of turn downward am I supposed to set the rotor back and have it turn to land on the #1 position or is it ok from the beginning? I can't get her started pleAse help
 
Are you sure that you are at TDC on the compression stroke?
 
yes im sure im asking if theres a trick i need to get it to set in right like if i need to turn the distributor back a turn and let it rotate in or if it just goes in?
 
When you push the distributer in it should rotate as the gears line up. You need to turn the rotor back(counter clockwise) a little bit so its final position is at #1. I think I felt 1 tooth when I rotated mine then it was perfect.
