~ 97+ cluster needle restoration and LED questions ~

Hi all,
I have an 01' with faded needles, they are pretty much white.
From what I can tell, the needles are clear and the paint is on the bottom.
That said, are the needles removable and what's the recommended way to restore?
Id love to make them blue :D

As for the LEDs
What are ppl doing to modify the cluster so it can change colors?
My bulbs already have blue tint and still shine green through the gauges.
So clearly just adding blue LEDs wont result in a blue lit cluster.

I just use a highlighter on my needles.
 
I've done it both ways on several different cluster over the years, has always worked great. I've used them to change colors also.
