Front drive shaft spins in 2wd?

Yes. The front axle shafts still turn when not in 4, they just aren't powered by the tcase. since the ds is connected to the axle, it spins too.
 
it also depends on what year you have and what t-case you have.
All models with the 242 T-case have a full time front axle.
Early models with the 231 t-case have a CAD axle, that has a vacuum motor that disengages one axle shaft.
Late 231 models have a non disconnect axle.
Non disco axles will spin the d-shaft, disco axles will not.
