for where to get an 18mm bolt/nut combo and drill bit? Does places like HD or Lowes or fstenal carry that big? Or is a tapered bit the way to go for that?

I'd try fastenal first.

and yes, I'd use a tapered bit. BigR has a great bolt/nut selection as well, and they sell by the pound... maybe one in Longmont?
