what causes the leaves to spread / shift like this?
they are 3.5"RE with boomerang shackles. sits at 5.5"

Mostly the lack of leaf spring keepers, and/or loose u-bolts.

The cause is flexing of the packs, the axle tends to "yaw" as you flex one side. The only real concern is with the backspacing of the wheels.

u bolts bolts are firm, will try with a torque wrench.
back space, that is a new one to me, how so?
Back space is 4.5" on the wheels.

You need some leaf spring keepers. This is quite common.

Going off-road and flexing it will cause that. So that means your using your Jeep correctly! You can get keepers pretty cheap.
