After spending $70 for a new Leak Detection Pump and not fixing my check engine light, I found this TSB. Changed fuse, fixed the problem. Funny thing is that I looked in the wiring diagram before ordering a new LDP, and there's no fuse in the circuit. Also in the Owner's manual, it says that the slot for the fuse talked about in the TSB is "Open" as in there's not supposed to be a fuse there.
My problem was on a 1998 XJ 4.0HO. Oh well, live and learn, I just hope to help save others some money by having them check the fuse first instead of spending money on replacement parts.
The fuse in question is located inside the cabin by the passenger's foot area in the fuse panel. Fuse # 10.
