Ok I have an interesting one

Could go with a rear mount turbo that would help with cooling issues and eliminate the need for a intercooler, but it may not be as efficient as one mounted in the engine bay. Would still have to figure out other issues such as making sure it was shielded from the elements and such, but is an option.
 
If a turbo vehicle isnt making boost over 1500 rpm consistantly then there are some serious issues with the design and funtion of the turbo.
There is no "holding" boost if its off idle and under power its making it and the turbo is collecting heat.

This is a case of misinformation, not missing the point.
