Missing Plug

The wifes 1989 XJ melted a fusible link. It was the red wire going to the steering column. I've ripped every thing apart but can't find a problem. I did find a wire hanging down that I can't find where it goes. It is a black jacketed wire with a odd looking orange end.

If you can be a little more specific, I can check on my 90.

I'm having problems posting a pic of the wire. But, it has a black jacket over it you can feel two wires in it. The outside of the plug itself is orange with the plug end being white with two metal strips.
