This is just the upper dash, no lower panel and no gauges/instruments.

I realized today after pulling the dash out of the parts jeep that the VIN is riveted to the dash under panel itself and can't be changed without tampering so i trashed it. Funny I've never noticed this before? Shame cause it was a good dash someone could have used.
