programming ECU

So my brother in law bought one of the cables that hooks up to the OBD plug and interfaces with the program on a laptop. I've used it on my XJ to clear codes, and I'm wondering if anyone knows of files that can be used to reprogram the ECU like the chips do. I don't know if those are things that have to remain plugged in to work or if you can just redo the programming, but would like to look into it.

no, you cant do that, you need a piggy back set up to trick it
