What is this part? Where does it go?

I bought an 1986 XJ Wagoneer. It has a 2.8 V-6 and a 904 trans. When I got it, it was torn down already. I got everything done, BUT I have NO idea what the heck this part is and where it goes. HELP!!!

Looks like a vacuum line. Where did you find it? what if anything was it attached to?
 
It was behind the back seat with the TC, trans, driveshafts and starter. My XJ has the vacume controlled TC. I thought it looked like a vac line also but I dont see anything that needs it.
