The bolts are stuck. Is it safe to spray them with PB Blaster?
If not, what are my other options?

If your not going to reuse the TPS, yes you can spray it. Just be careful and not spray the IAC at the same time.
I know on mine, the factory had some kind of thread locker on the screws and they were tight coming out. I took my time. Back out a turn or two then back in, out, in, out, in. I didn't want to risk breaking the screw off.

x2, I just did this last weekend. It took some negotiating to get the two bolts out.

i had some seafoam laying around while i was trying to get my buddy's off, i pourd some in it, and it ate the crud and threatlocker out quickly

The TPS is held in place by two size 20 Torx screws with thread locker on them so they'll need a bit of persuasion to loosen up.
