Cargo cover.....96 XJ

I just bought a cargo cover for my stock 96 XJ. I'm assuming the holes for the mount screws are already there under the interior panels. How do I drill holes to line up with the predrilled, assuming they are there?

I found this cover on the local craigslist. Not in perfect shape but very usable. I do need to find the rear mounts as the ones I got were damaged. Should be an easy find at the local pick a part.
