Are there any laws regaurding vehicles that are flat towed? Do they have to meet the same safty requirements as the rest of the vehicles on the road? Specifically flares, mud flaps, registration and insurance.
The reason I ask is because my jeep hasn't been registered and insured for a couple of years. And since the cops in moab are cracking down on vehicles that don't meet safty requirements, I am looking to flat tow it to the trail heads instead of drag my 18 foot trailer everywhere (what a PITA).
Would I still get hasseled if I flat tow it without registration, insurance, mud flaps , and flares?

You might not get in trouble for towing it...Not sure there but one thing I can tell you is that the cops are watching the trails closely too. IF you don't have it licenced as either an off-road vehicle or have plates on it they will come down on you just as hard.
I personally would rather take my chances with the local PD and a fix it ticket then I would chance an SR-22 insurance.

Yup, tires on the ground it's considered a vehicle in traffic, must be licenced, went through this hassle when I sold my CJ5 last June, I had to get the temporary tag, and HE(the buyer) had to prove insurance, not necessarily ON the Jeep, but had to prove he had it for the Tow vehicle

I guess I've just been lucky the last couple of years. Its probably because I still have my plates on it, but if anyone looks closer they'll notice it has an '04 sticker on it.
Just to cover my a$$, I think I will get it insured, and at the very least get a temporary plate.

if you have insurance on the tow vehicle and a temp plate on the vehicle in tow, you should be ok. it may be best to look into an "off road" type insurance. my aunt and uncle have it on thier dune buggy so i will ask them about it. that way if there are injuries on the trail, you have some insurance to cover it.

I plan on registering it and insuring it for street use, but the problem I'm having is that I don't have time to get it to pass safty before moab.
I need to make some custom flares to cover my full width axles (assuming they will pass it with those axles). If not, I guess the only route would be an OHV license.

I've had this conversation with my insurance agent (father-in-law).
Check for recreational type coverage. Most companies have something of that type. They usually don't say much about it.
This type of coverage usually has a call before you drive clause. If you don't call you don't have coverage!!!!
Some companies have a milage limit so you don't have to call first.
Just tell you agent what you need and he can help you get the lowest cost coverage.

Try to avoid that!, once green tagged, it's hard to get a street license back for it..

If I remember right, you have to have insurance to participate in a NAXJA event.

Unfortunatly, I am not headed down for Fall Fling. Someone else at my work already got that week off before me. Oh well, maybe next time. I am headed down the week after with a bunch of friends, we usually like to make a moab run in late oct./ early nov.
As for the OHV license. That would be a last resort, if I can't get my POS registered for the street.
