What OS ? Linux comes with it free, called brasero.

gnomebaker and alcohol are both linux based but I believe they have XP applications for free as well. I believe I have one called audacious as well. Type freeware dvd burner into google.

What are you trying to do,windows already has dvd software included in it?

I've used Clone DVD 3.0 with good results, it's free for XP. If your looking for a backup, cloning the whole DVD might be practical.
I use an ISO program to get to the meat of the DVD and copy to another file type. Depending on the file type and the end quality you want, you can compress many DVD's to half or less of the original.
