seems to me they don't have to.....all they have to do is convince a judge.
of course, even once it's proven that a species is no longer endangered, there doesn't seem to be any way to get an area back open that I have seen

Make your virus so that it lives at the base of trees and attacks exposed flesh. Then when those sandal-wearing tree-hugging bastards are singing Kum-by-yah to the old growth, they can take something home to remember.

hold on a second....after some more reading, it appears that riding is still allowed on designated trails in the area. The only thing that was banned was open riding in this area. Maybe that's not so much of a bad thing?

Yep you are right. There is going to be 200 miles of roads and trails plus an area about 2300 acres for open riding.
Still if you have seen this area its huge....its still a major blow to the off-road community. (mostly dirtbikes and atv's though)

Yeah, when I read the story I figured that something like 98.5% of the area that was once open to riding is now closed.
Personally, I hope every one of those dam cacti dies next year.
