Slow start, now nothing

so my XJ had been turning over really slow, but stating every time. got the battery tested and it was fine says autozone. so i figured it couldnt hurt to clean the terminals. after i did that, the starter doesnt even do anything. all my acessories work still. the battery is only about 18 months old, 2 years max. so any suggestions? im thinking about taking the starter and battery out to have them tested to i dont have to make multiple trips to the parts store. could it be poor cables?

If you have a meter, with the key to the on position, check to see if the 12 volts from the battery is making it to the starter itself. If it is, the problem is probably starter or solenoid related. If you dont' have close to 12 volts at the starter, start working your way back into the engine bay.
