poor brake response

ok heres my system
89 calipers with decent pads and removed the dust sheilds for fade resistance (it works)
stainless front lines
the ford master cyl (1 1/16) bore
unmodded prop valve
explorer 8.8 rear and brakes (ford pads)

brake pedal is firm, but can still, with great effort, bottom out (i can hear it bottom out and feel it stop) without lockup of the front or rear. the response of the brakes is poor overall. it braked like this stock but faded easier. id like to have lockup at the bottom of pedal travel, regardless of pedal effort. i dont like overboosted brakes so hydro-boost is out. maybe a master meant for disk brakes at a 1" bore would help? comments appreciated
