Thing next to fuse box??

What is it? Mounted on pass fender next to fuse box. has a vacume line, and a linkage to the throttle? It clicks when I try to start the jeep, could this cause it to not start. HELP....

That is the evap purge solenoid which "regulates the rate of vapor flow from the evap canister to the intake manifold. . . .During closed loop, the pcm cycles the solenoid 5-10 times a second". Mine is kinda noisy.
