Trackbar Bolt Fused To A Spinning Stud

I have DW above 55mph, and I noticed that my trackbar is loose on the drivers side, and when I try to remove the bolt, the stud spins with it. The stud is about the same height as the bolt, and there is no way to get vice grips or the like on the stud, to keep it from moving.

Any ideas? Ive asked this Q elsewhere, but nothing has seemed to work.

My XJ is stock height.

jam a pickle fork in it then try?
