Transmission: Trouble staying in correct gear

I have a 94 sport, its has an automatic transmission. when driving and maintaining the same speed the jeep switches back and forth between gears. It chugs for a second or two then switches to a lower gear, almost like it does not have enough rpm for that gear. I have no problems accelerating only maintaining a constant speed. It usually happens around two speeds 55 and 65. Also while parked the rpms will start to drop below 1000 keep getting lower, making that chug noise, until it jumps back up to 1000. any thoughts?
 
Stock tire size? Larger tires on stock gears will cause "hunting" as it drops in and out of Overdrive at the speeds you indicate.

Of course, that has nothing to do with the idle issues. Look at the TPS for that.
