It sits on top of the steering column under the dash, it has to plugs that plug into it, and is attached to the key and tumble with a metal rod! If you have an idea please let me know.

the electrical part of the ignition switch would be my guess. you got any pics of the piece you are taling about?
 
Its the ignition switch, GM style column. Cheap and easy to replace! Just drop the column and unbolt/disconnect it and replace. Adjust the new one properly.
