high idle speed

i have a 1990 xj laredo with a 1998 enine swap(4.0 L) and when i cut it on the engine idles really high(about 2000 rpms or higher) and stays that way until i put the jeep in gear. when i put it in gear, the idle drops down to normal( about 600 rpms) and stays thatway as long as its in gear. any ideas about what the problem could be? could this be the tps? any thing at all would be helpful.
