Click from brakes on initial application.

Now I know there is a TSB for this but I was wondering if anyone here could tell me how to fix this. It's been doing it for a while now. Just whenever I get into the car and apply the brakes the first time I here a "click" coming from them. It's a '97. Thanks a bunch.

This is all I could find, in terms of a cause and a solution...

* TSB 05-02-98 -- Clicking noise from the brakes in 1998 Jeep Cherokee. The cure is to install new rubber backed pad insulators.

Do they mean brake pads when they say "pad"?
