pre97 power window issue

So was nice out, put the windows down (96 XJ sport with power windows and power locks). Went to raise them, and only came up a 1/4", if that. Had to use a pliers and glove to pull it up. Once it was up a couple inches, powered up just fine. What could cause this?

I searched, and there are lots of threads on 97-01 problems, but couldn't find any on pre97 issues.
