what is that highly modified piece of tubing or other on the top of the cage?

looks like it could hold 2 fly rods.

ahhhh yes....after a bit of coffee i can kinda see how maybe that "handle thing" might unscrew.

personally...it would be better used to hold a fishing rod on each side. this way one could slowly drive down a narrow levee of sorts with water on both sides and troll for mean fish.
