Front end vibrations while slowing down/stopping

I am getting horrible vibrations that start around 15mph and get worse until I come to a complete stop. I have redone my front and rear ujoints, redid my front brakes and the noise is still there. It is getting really frustrating. My entire Jeep vibrates, and I can hear a noise that sounds like chain links bumping together when its vibrating. I have also noticed that there is side to side play with my drivers side front tire when my Jeep is on blocks or a lift, that means ball joints doesn't it? Would ball joints cause that much of a problem? I would like to get some ideas before I blow $100 on ball joints, I've dumped enough into this problem already.
Also it still vibrates when I slow down without brakes, the brakes just make it worse.
