Communication Status Failure

I had the emissions test done on my 01 and failed due to the communication failure. I was told by the emmisions inspector that it was probably just a fuse or something causing the error. The connector status passed. I did a quick search but not sure what terms to describe the problem. I am not too good with electronics but I don't want to pay my mechanic if its a simple fix that I could do myself. I'd appreciate any help.
 
I'm not familiar with this problem, but the only fuse I see associated with the Data Link Connector is F19 in the PDC (Power Distribution Center) under the hood...
 
I don't know CT testing centers, but I'd ask them to retest it with another reader to rule out their equipment as well- it seems if the connector passed, you should be able to communicate with the correct equipment.
