ok im new here. so i have a 1990 jeep cherokee 4.0l 4x4 2dr. and i can put the peddle to the floor and they will not lock up at all. iv had some of those close to hitting the car in front of me. but the strange thing is that if it is cold out. (snow weather) they work really good the first 2 min of driving and then back to crap. i tried searching but could not fing much.

it does not have abs and i think the rear drums are adjusted right. i blew the rear brake line and i cant remember if it happened before that two.

How old is your brake fluid? I.e., how long has it been since all the fluid in the system has been replaced?
