I just got done installing a C-Rok rear bumper on my '99 last weekend. You will have to trim the rear edge of the flares a bit to fit around the contour of the bumper and then re-drill the lowest mounting hole through the bumper, but it was no big deal.

For filling in the holes that were made by the people that originally installed the fender flares. I could see down both levels of the rockers, as well as up into the cargo area in places.

I usually just stand on the tires.
I will point out that I spaced the bumper out a good half inch or so to get it flush with the curvature of the hatch, which is why the rearmost bolts on the side are not used.
