yes, it can...
 
no reason why it wouldnt. it has to do with driveshaft stuff and/or front end...so it seems like it would wobble at the same speed on dirt as it would on pavement.
 
Be sure the sand/dirt road is not washboarded out and is really deathwobble
 
I dont know of anything that will set it of faster,typically it just takes 1 bump in the road!
 
Yes it can occur on any surface as long as you get to the speed where it happens to your rig.
In other words if it happens at 30mph on pavement it will also hapen at 30mph on dirt or sand.
Fix it!!!
