Can you test an uninstalled ARB locker safely

Is there anyway to op-check an uninstalled ARB locker?

Can you just put the proper PSI to it and have it lock up?
 
You should be able to safely test it by applying the proper air pressure. You can't very well test how securely it holds this way though. It is a good way to test for leaks.

Can't I just jam axle shafts in there and twist :)

Ok, that's what I thought. I just wanted to make sure by doing this it wouldn't blow up cuz it isn't bathed in oil or anything.

No need for oil if it's not spinning. I don't think you could apply enough torque to the unit if it's not installed to tell how well it's holding.
