There is a smilie menu in the reply screen.

Many (the best ones) are peoples own that they have hosted and they add the smilie as an image.
Other than that, they just use one from the fifty in the list.


Deadhorse is "hasta" or more than three "!"s

Hit the Quote or Post button. See the smilies to the right of the text area? At the bottom of that section, it should have a [More] link. :)

You probably have "Basic Editor" highlighted.
Highlight the "Standard Editor" option and save the settings.
