ballast resitor getting hot

The ballast resitor on my 89 xj,4.0 is getting almost too hot to touch after running for a while.Is this normal?What would cause this?

Is this a sign that the resitor is going bad?

It is normal, thats what a resistor does, it lowers voltage by changing it to heat.
