timing problem no start

hi there looking for some info on my 93' xj with the 4.0 H.O. IT won't start "surprise" I'm looking for some ideas that i haven't tried. So this is were i stand. I replaced the CPS the distributer and the timing chain. The problem is definitley timing . if I turn the distributer counter clockwise about 20 degrees the darn thing will run but not very well. what gives?
