dash brake light at key on?

i'm trying to get my 98 md state insp. and the shops claims the brake warning light should come on when you turn the key on. it lights up when you pull the emg. brake. my 94 zj and 90 mj are the same way
so the Q is does your dash brake light come on when you first turn the key?

I know mine does, but its ABS(crap)(still works good though)89 XJ

mines not abs and it comes on at start up, i dont know if its really that big of a deal if it comes on when it needs to tho right?? hmm.... mines a 94 however

i think it is hooked to a sensor on the proportioning valve so u know if you are down on pressure.
