wut could i do to my 4.0 to get more low end torque out of it (for cheap maybe??)

Install 26" tires 
. O.K. seriously, it's not gonna come cheap. You could install a reduction kit in the transfer case but that would cost some bucks. You could regear both axles but that would cost some bucks. Basically those are your two cheapest choices.
