JKS/Currie Adj Trackbar question

picked one up today and the frame (JJ) end doesnt move around when I try to move it by hand. I've greased it up, and sprayed it with some PB and it still wont budge. Is the joint frozen or is it supposed to be that tight?

Its supposed to be that tight.

When it stops being tight, you have to fix it.
